The Centre Européen de Musique (CEM) project is a holistic approach to music. It aims to create the first European incubator for musical projects with a social or environmental dimension. The aim is to harness the energies of all those involved in music in Europe - musicians, institutions, museums, venues, researchers, schools, local authorities, etc. - to design and implement musical projects with a strong social or environmental dimension, and to restore music and musicians to their rightful place.
This project, which achieves 14 of the 17 Sustainable Development Goals (SDGs) in the United Nations' 2030 Agenda, is being developed in Bougival and across Europe via various branches, including those in Portugal and Spain, launched in October 2023 and January 2024 respectively. Other branches in Germany, Austria, Greece, Italy and Sweden are currently being set up or developed. These antennae are both independent and experts in a given theme or area. They are interconnected with the entire CEM network. From France, the CEM coordinates all these branches, forming a genuine European non-governmental organisation whose programmes and actions are developed under the VIA MUSICA® brand.
The first phase of the CEM project, which was a success, aimed to safeguard an endangered heritage in Bougival, a place where European culture shone in the 19th century. As a result, Georges Bizet's house was saved and the Villa Viardot restored. The second phase of the project began on 14 December 2023, when the Bougival Town Council unanimously passed a motion in support of the project to establish the CEM in Bougival, with the Villa Viardot now at the beating heart of a project currently being defined in conjunction with the town council, local authorities and the French government. The Villa Viardot is also working with local associations on programming: the Association des Amis d'Ivan Tourguéniev, Pauline Viardot et Maria Malibran and the Association des Amis de Georges Bizet, co-founded by Jorge Chaminé and Benita Carteron.
