The Centre Européen de Musique Portugal (CEM Portugal) was presented on 25 October 2023 at a ceremony held at the National Palace Library in Mafra. To develop this project, a memorandum of understanding was signed between the municipalities of Braga, Faro, Figueira de Castelo Rodrigo, Lisbon, Mafra and Porto and the Centre Européen de Musique (CEM). This is the first alliance of territories to unite around music.

The ceremony was attended by the Secretary of State for Culture, Isabel Cordeiro, and the Secretary General of Europa Nostra, Sneška Quaedvlieg-Mihailović. With a view to pan-European development, on 25 October CEM Portugal became the first hub of CEM, an innovative European artistic, cultural, educational and scientific project based in Paris. CEM Portugal is being implemented with the collaboration of the Terra Foundation, a Portuguese cultural platform based in Lisbon and a CEM partner since 2021.
Hélder Sousa Silva, mayor of Mafra
The CEM Portugal will be based in Mafra, due to the historical relationship between this city and music, which dates back to the construction of the royal building in Mafra. The ceremony began with a message of welcome from the director of the National Palace of Mafra, Sérgio Gorjão. The Mayor of Mafra, Hélder Sousa Silva, then took the floor. This was followed by a presentation of the CEM Portugal by the President of the CEM, Jorge Chaminé. The vice-president of Terra Heritage and director of the Terra Foundation, Guta Moura Guedes, presented the Via Scarlatti. This first part of the ceremony ended with a speech by Portugal's Secretary of State for Culture, Isabel Cordeiro.

This was followed by a performance of the music "Passarola - Variations on the Past and Future K.87", by Pedro Emanuel Pereira, Rui Gato and Vítor Joaquim. The highlight of this European event was the signing of a memorandum of understanding to support the establishment and development of CEM Portugal's activities. The deputy mayor of Faro, Paulo Santos, the mayor of Figueira de Castelo Rodrigo, Carlos Condesso, and the mayor of Porto, Rui Moreira, took the floor. The speech by Europa Nostra's Secretary General, Sneška Quaedvlieg-Mihailović, brought this founding moment to a close.
